We've taken the feedback that we received in Cetana about the level imbalance between newer characters vs older characters and we will be implementing ways for starter Pokemon to quickly catch up to everyone as the game progresses. It'll have to be a case-by-case basis since it'd all depend on when the new character will arrive so that is something we can discuss when the time comes, but in short, yes, there will be ways for the new characters to catch up!
