Yes, it will always be possible to go back to other towns at any time! Every town will have access to the ocean, with sailors who will take people from town to town. The plot itself will guide characters only to new towns (aka logs will only feature new towns bc writing for all available towns each month will be too much) so characters would have to decide on their own to return.
