Gyarados watches the berries as they float closer, obviously hesitant on approaching even after they've floated a good distance away from Akira, but before it can make up its mind, the red Magikarp stops playing and starts going for the berries instead— and that prompts the Gyarados to swoop in and block its way before it can get to close to the berry- to Akira.
It makes no motion to stop Azuril from doing the exact same thing, though. This little Pokemon goes all the way up to the side of Akira's boat and bounces in the water trying to peer into his bag. Apparently it's a very very picky eater.
